What is PayByPlate and How Massachusetts Tolls Work

Massachusetts operates a toll system to help maintain highways and bridges across the state. The state's major toll roads include Interstate 93, Interstate 95, the Massachusetts Turnpike (I-90), and several bridges. Historically, drivers paid tolls at physical toll booths with cash or prepaid toll cards. However, Massachusetts has modernized this system with PayByPlate, a technology that reads license plates and bills drivers automatically.

PayByPlate works through automatic license plate recognition (ALPR) cameras installed at toll locations. When you drive through a toll plaza, the camera captures your vehicle's license plate. The Massachusetts Department of Transportation (MassDOT) then uses that image to identify the vehicle's owner and sends an invoice. This means you no longer need to stop at a booth or carry a transponder device.

The toll rates in Massachusetts vary by location and vehicle type. As of 2024, standard passenger vehicle tolls range from $0.75 to $6.00 depending on the route and time of travel. Some toll roads offer discounts during off-peak hours. For example, the Massachusetts Turnpike offers lower rates between 10 a.m. and 4 p.m. on weekdays (excluding holidays). Heavy vehicles, such as trucks with more than two axles, pay higher tolls than passenger vehicles.

Massachusetts residents, commuters, and visitors all use the PayByPlate system. Whether you travel the roads occasionally or regularly, understanding how PayByPlate billing works helps you manage toll costs. The state processes millions of toll transactions annually, making this one of the most common ways drivers interact with the state's transportation infrastructure.

Takeaway: PayByPlate is an automated toll payment system that photographs your license plate and bills you by mail. Tolls vary based on location, vehicle type, and time of day, with some discounts offered during off-peak periods.

How to Receive and Understand Your PayByPlate Invoice

After you drive through a toll location with PayByPlate, MassDOT processes the transaction and mails you an invoice. This invoice is sent to the address on file with your vehicle's registration. Most invoices arrive within 7 to 14 days of the toll transaction, though timing may vary depending on postal delays and processing volume.

Your PayByPlate invoice contains several important pieces of information. At the top, you'll see the invoice number and date. The invoice lists the date and time you passed through the toll location, the specific toll plaza or road where the toll occurred, your vehicle information (make, model, and license plate number), and the toll amount charged. Below this, you'll find the total amount due and payment instructions.

The invoice also includes a section explaining your payment options. You can pay online through the MassDOT website, by phone, by mail, or in person at certain locations. The invoice will have a website address and phone number where you can make a payment. Many invoices now include a QR code that links directly to the online payment portal, making it easier to pay without typing a long web address.

Some invoices may include multiple tolls if you passed through several toll plazas. For example, if you traveled the entire length of the Massachusetts Turnpike, your invoice might list five or six separate tolls on one bill. The invoice will show each toll separately so you can verify the charges. If you travel the same route frequently, you may receive consolidated monthly invoices that combine all tolls from that month into one bill.

It's important to keep your invoices or take note of the invoice number if you need to follow up on a payment or dispute a charge. If you believe a toll was charged in error, you can reference the invoice number when contacting MassDOT's toll customer service office.

Takeaway: PayByPlate invoices arrive 7 to 14 days after a toll transaction and include the date, location, amount, and multiple payment methods. Review each charge carefully and keep documentation for your records.

Payment Methods and How to Pay Your Tolls

Massachusetts offers multiple ways to pay your PayByPlate toll invoices, giving you flexibility based on your preference and schedule. The most common payment method is online through the official MassDOT toll payment website. This method is available 24 hours a day, seven days a week. To pay online, visit the MassDOT website, enter your invoice number, and provide payment information. Online payments typically process within one to two business days.

Phone payment is another option for drivers who prefer speaking with someone or who lack computer access. You can call the MassDOT toll customer service line to make a payment using a credit card, debit card, or bank account information. The phone line operates during regular business hours, typically Monday through Friday, 7 a.m. to 7 p.m. Eastern Time. When you call, have your invoice number and payment information ready.

Mail payments are still accepted for those who prefer traditional methods. Simply write a check or money order payable to "Commonwealth of Massachusetts" and mail it with your invoice to the address printed on the bill. Allow 7 to 10 business days for mail payment processing. It's crucial to include your invoice number on the check so the payment is correctly credited to your account.

Some PayByPlate invoices now include the option to pay in person at designated locations. However, this option is limited and varies by region. Check your invoice or the MassDOT website to see if a local payment location is available near you.

For regular toll road users, setting up automatic recurring payments may be available through the MassDOT website. This option requires you to authorize the state to charge your bank account or credit card for each toll invoice as it's issued. Automatic payments reduce the chance of missed payments and late fees.

All payment methods accepted by MassDOT require you to provide accurate payment information and your invoice number. Accepted credit and debit cards include Visa, Mastercard, American Express, and Discover. Bank account payments (Automated Clearing House or ACH transfers) are also accepted through online and phone payment methods.

Takeaway: You can pay PayByPlate tolls online (24/7), by phone, by mail, or automatically through recurring payment options. Choose the method that fits your preferences and schedule.

What Happens if You Don't Pay Your Toll Invoice

If you receive a PayByPlate invoice and do not pay within the required timeframe, Massachusetts has procedures to collect the unpaid toll. Understanding these procedures helps you avoid additional costs and legal consequences. The payment deadline on your invoice is typically 30 days from the invoice date. This gives you one month to submit payment before the state considers the bill overdue.

If payment is not received by the deadline, MassDOT may issue a late notice. This notice informs you that your account is past due and includes information about additional fees that may apply. Late fees in Massachusetts can range from $25 to $50 per unpaid toll, depending on state regulations in effect at the time. The late notice will provide instructions for making a payment and resolving the delinquent account.

Continuing non-payment can result in further consequences. MassDOT may place a hold on your vehicle registration renewal. In Massachusetts, you cannot renew your vehicle registration if you have unpaid tolls on your account. This creates a practical barrier, as driving without a valid registration is illegal. When you attempt to renew your registration online or at the Registry of Motor Vehicles, the system checks for outstanding tolls and will not allow the renewal to proceed if a balance exists.

In some cases, the state may refer unpaid toll accounts to a collection agency. This means a third-party company takes over collection efforts on behalf of MassDOT. Collection agencies report delinquent accounts to credit reporting agencies, which can negatively impact your credit score. A lower credit score may affect your ability to obtain loans, credit cards, or favorable interest rates.

If you believe you received a toll invoice in error, you can dispute the charge. Contact MassDOT's toll customer service with your invoice number and an explanation of why you believe the charge is incorrect. The state has a dispute resolution process to investigate contested tolls. During the investigation, it's best to hold payment on the disputed amount, but understand that waiting too long without contacting the state may result in late fees being applied.
